REGULATION Financial services sector demands greater voice in securities reforms Proposals to expand the existing framework for securities regulation to cover the banking and securities sector were endorsed by EU finance ministers at the ECOFIN Council meeting on 12 July. CEO Europe examines the mixed reaction of the industry to the new proposals. |

new system would follow the Lamfalussy plan adopted earlier this year for
securities market regulation (EFD 218), under which framework directives
are proposed by the Commission then adopted by the Council and Parliament,
but ‘secondary’ legislation (concerning the implementation of
framework legislation) are agreed by the Commission and high-level
committees set up for that specific purpose.
